Cheap, shared web hosting is generally placed on a server with many other users who have purchased the same package. Therefore if one of the other users does something with their hosting that lags the operation of your server like creating an incorrectly programmed CRON job that continues to pull resources away from the server, your site(s) will be affected by it. This could mean that your website(s) could be offline for an unforseeable amount of time because of the ignorance of just one user. Since there are often dozens of users on a single shared server, the odds of a possible crash are against you.

Sharing a web hosting server also means sharing the overall bandwidth available to the server. If one of the sharing users hosts a high traffic site, and/or a website that hosts lots of video or flash that take a long time to load, your website will suffer as a result. If it was your intention to host one of these sites yourself, you will not want to do it on shared web hosting.

If one of the users that shares your server has security flaws within their account there is a good chance that any potential damage that can be done will be done to the entire server, not any of that user's individual sites. This will cause your websites to suffer any limited bandwidth or crashes that may result.

Cheap web hosting is a great option if your intention is to host small content based sites and you don't stand to lose a lot of money from slow loading or downtimes. Just keep in mind that cheap, shared webhosting is not always synonymous with affordable web hosting.
